Jalvahak Scheme

• It is a cargo promotion scheme designed to incentivize the movement of long-haul cargo through India’s national waterways.

Bima Sakhi Yojana

• Stipend Amount: The woman agents will get a stipend of Rs. 7000 per month for the first year, Rs. 6000 per month in the second year and Rs. 5000 per month in the third year.

Historical Background

1 HIV Epidemic (1983): Identification of HIV by Luc Montagnier and Robert Gallo triggered global fear and stigma, emphasizing the risks of medical waste.

2 Syringe Tide (1987): Beaches in the U.S. were polluted with medical waste, sparking public outrage and highlighting the need for regulatory action.

3 India’s Scenario: The first HIV case in India (1986) and lack of biomedical waste legislation exposed gaps in waste management.

PAN 2.0 Project 

Why in news?
The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Shri Narendra Modi, has granted approval for the PAN 2.0 Project proposed by the Income Tax Department.

About PAN 2.0 Project

1. PAN 2.0 will modernize and consolidate the existing PAN/TAN 1.0 eco-system by integrating core and non-core PAN/TAN activities, along with PAN validation services.
2. Aim: The project aims to transform taxpayer registration services using advanced technology, ensuring a seamless and enhanced digital experience for taxpayers.
Key Features of PAN 2.0
1. Common Business Identifier:
The project consolidates PAN, TAN (Tax Deduction and Collection Account Number), and TIN (Taxpayer Identification Number) into a unified system. This addresses industry demands for a single identification number to simplify compliance.
2. QR-Code Integration: All new and existing PAN cards will feature an enhanced QR code. The QR code, first introduced in 2017, integrates financial transactions more effectively with the tax department.
3. Unified Portal: A new online, paperless portal will replace the nearly 15-20-year-old software currently in use. The portal will focus on improving ease of access, service delivery, and grievance redressal mechanisms.
4. Mandatory PAN Data Vault System: Entities such as banks and insurance companies that handle PAN information must securely store this data using a mandatory PAN data vault system. This feature aims to enhance data protection and cybersecurity.
5. Technology-Driven Transformation: The PAN 2.0 project will revamp taxpayer registration services to improve efficiency and accessibility. It will consolidate core and non-core PAN/TAN activities along with PAN validation services.
Benefits for Individuals and Businesses
Individuals
: Existing PAN cardholders can upgrade to QR code-enabled PAN cards free of cost. The upgraded cards will enhance integration of financial transactions with the tax department. Applications for PAN cards under PAN 2.0 will be fully online and paperless.
Businesses: PAN will serve as a seamless, common system for filing tax challans and returns. This integration simplifies the filing of tax-related documentation and compliance procedures.


One Nation One Subscription (ONOS) scheme

1. It is a central sector scheme.
2. It aims to provide nationwide access to international scholarly research articles and journal publications for students, faculty, and researchers in government-managed higher education and R&D institutions.
It aligns with the National Education Policy (NEP) 2020, which emphasizes research as a cornerstone of outstanding education.
2. The scheme will be coordinated by Information and Library Network (INFLIBNET), an autonomous inter-university center under the University Grants Commission (UGC).
3. Institutions Covered: More than 6,300 government higher education institutions and central government R&D institutions.
4. Number of Beneficiaries: Nearly 1.8 crore students, faculty members, researchers, and scientists across disciplines, including those in tier 2 and tier 3 cities.
5. Journal Access: It includes 30 major international journal publishers and provides access to approximately 13,000 e-journals.
6. A unified portal, “One Nation One Subscription,” will be developed for institutions to access journals. The entire process will be digital and user-friendly.
7. Review and Monitoring: The Anusandhan National Research Foundation (ANRF) will periodically review the scheme’s usage and publications by Indian authors affiliated with participating institutions.

PM Vidyalaxmi scheme

On November 6, 2024, the Union Cabinet approved PM Vidyalaxmi, a Central Sector Scheme
aimed at providing financial support to meritorious students pursuing higher education.
• The scheme offers collateral-free and guarantor-free loans to cover tuition fees and related expenses for students admitted to select quality institutions ranked by the National Institutional Ranking Framework (NIRF).

About PM Vidyalaxmi Scheme:
Objective: To provide financial assistance to meritorious students, eliminating financial constraints in accessing quality higher education.
Eligibility: Available to students admitted to top 860 HEIs in India, as per NIRF rankings, covering over 22 lakh students annually.
Loan features: Offers collateral-free, guarantor-free education loans with a user-friendly, digital application process.
Credit guarantee: Government provides a 75% credit guarantee on loans up to ₹7.5 lakhs, supporting banks in loan expansion.
Interest subvention: For families with an annual income up to ₹8 lakhs, a 3% interest subvention is provided on loans up to ₹10 lakhs. Full interest subvention is available to students with family incomes up to ₹4.5 lakhs under the PM-USP scheme.
Complementary schemes: Supplements existing schemes like CSIS and CGFSEL under PM-USP, offering comprehensive support for technical and professional courses in approved HEIs.

How Differs from Other Schemes?
Broader Income Coverage: Extends benefits to middle-income families with an income cap of ₹8 lakh, unlike earlier schemes focused on low-income groups.
Interest Subvention: Offers 3% interest subvention during the moratorium period for loans up to ₹10 lakh, benefiting 1 lakh students annually.
Institution Eligibility: Restricts eligible institutions to top NIRF-ranked colleges and universities, unlike earlier schemes that required NAAC and NBA accreditation.
Focus on Quality: Targets high-ranking institutions, reducing the number of eligible institutions to around 860, emphasizing quality over quantity.
Simplified Loan Process: Uses the Vidyalaxmi portal for streamlined loan applications, tracking, and linkage with major public and private banks.
Outlay and Reach: Allocates ₹3,600 crore for the period 2024-2031, aiming to benefit 22 lakh students.


Aphantasia
1. Aphantasia is a condition where individuals have limited or no ability to form visual images in their mind.
For individuals with aphantasia, the “mind’s eye”, the mental faculty that allows most people to visualize objects, scenes, and people is effectively “blind.”
2. It is not classified as a disability but rather a variation in cognitive processing.
3. Origins: It was first noted by British polymath Francis Galton in the 1880s. The term “aphantasia” was coined in 2015 by neurologist Adam Zeman.
4. Characteristics: People with aphantasia cannot create mental images when imagining scenes, objects, or memories. For example, hearing the cry of a baby may not evoke a visual representation of a crying infant in their mind.
5. Connection Between Auditory and Visual Senses: Research shows that in individuals without aphantasia, auditory stimuli activate the brain’s visual cortex, creating mental imagery. This connection is less pronounced in individuals with aphantasia.
6. Prevalence: It affects approximately 2% of the population, although more research is needed for precise figures.
7. Possible Causes: The exact reasons for aphantasia remain unknown. Studies suggest differences in brain connectivity and activity patterns.


Know Your Medicine’ (KYM) App
