Tetra Tech ARD is seeking a qualified Consultant for the development of a Simplified Approval Process (SAP) Concept Note for the Green Climate Fund (GCF).
In 2022, the U.S. Agency for International Development (USAID) initiated the Environmental Restoration of the Aral Sea II (ERAS-II) Activity, three-year activity implemented by Tetra Tech ARD under the USAID Regional Water and Vulnerable Environment (WAVE) Activity.
The ERAS-II Activity aims to contribute to and complement the efforts of the Government of Uzbekistan (GoU) and Government of Kazakhstan (GoK) with innovative and sustainable bio-agrotechnologies and best afforestation practices and by strengthening bilateral cooperation between these two countries.
At the Aral Sea, ERAS-II will implement proven methods that enhance the sustainability of results and provide options for scaling up and replicating those efforts by local communities, governments of the region, and other donors. To enhance resilience and adaptation of ecosystems and communities in the Aral Sea region the formed bilateral working group (BWG) started drafting of the project proposal for the Green Climate Fund (GCF). During the 4th BWG meeting, the Working Group for preparation of the simplified approval process concept note Concept to the GCF was established.
Tetra Tech ARD is recruiting a highly qualified Consultant for “Development of the simplified approval process concept note for the Green Climate Fund (GCF)” and will report to the Chief of Party (COP) and ERAS-II Project Manager.
The consultant will create a simplified approval process (SAP) concept note for submission to the Green Climate Fund (GCF) using the designated GCF concept format.
MAIN RESPONSIBILITIES AND TASKS:
To further develop the project ideas for enhancing resilience and adaptation of ecosystems and communities in the Aral Sea region, the consultant will prepare simplified approval process (SAP) concept note for applying to the Green Climate Fund (GCF) using special GCF concept format. The SAP Concept note will be prepared in consultation with the Bilateral Working Group (BWG) along with all supporting documents of the project for submission to GCF.
- Review existing GCF guidelines, application processes, and relevant documents.
- Analyze case studies of successful GCF applications and simplified processes from other funding bodies.
- Identify key stakeholders involved in the GCF application process.
- Prepare a comprehensive concept note outlining the proposed process, including necessary steps, timelines, and stakeholder engagement strategies.
- Present the draft concept note to the BWG for feedback.
- Constantly consult with representatives from GCF during the preparation process.
- Revise the document based on feedback received and prepare the final version.
The concept note should be prepared along the lines of the GCF concept note template detailing:
o Project/program information
o Project/program details including its scope
o Financing/cost information (including budget estimates and contributions)
o Brief rationale for GCF involvement and exit strategy
o Risk Analysis
o Institutional arrangement
o Multi-Stakeholder engagement
o Remarks (Any other comments/information)
The consultant should use a concept note for GCF proposal prepared and agreed with BWG as a basis for SAP Concept note preparation.
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION AND WORK EXPERIENCE:
Advanced university degree (Master’s degree or higher) in an environment and natural resource-related field, plus seven (7) years of related professional work experience managing a project of similar size, nature, and complexity. Experience in working with GCF and in preparing project proposals for GCF or other donor organizations
LANGUAGES:
Proficiency in written and oral English and Russian languages.
SKILLS:
Excellent written communication and editing skills, particularly conveying environmental and/or water-related information for diverse audiences.
